Is there a new plan to fight the age-old problem of homelessness in America? The city of Chicago has enacted a 10-year "experiment," hoping to eradicate homelessness. But for some cities, like San Francisco, which has the nation's biggest homeless population, 10 years is too long to wait. NPR's Tavis Smiley talks to Tony Hall, a member of the San Francisco County Board of Supervisors. We also get a national perspective on homelessness from Donald Whitehead, executive director of the National Coalition for the Homeless.
